The National Boundary Commission (NBC) is the apex authority of the Federal Republic of Nigeria charged with the strategic responsibility of dealing with issues relating to both Nigeria’s internal and international boundaries. In December 1987 the Federal Government of Nigeria created the National Boundary Commission vide Decree No. 38 of 17th December, 1987 (CAP 238 Laws of the Federation of Nigeria, 1990). The Commission formally came into operation in January, 1989 with the following mandates:

  • to deal with, determine and intervene in any boundary dispute that may arise between Nigeria and any of her neighbours or between any two States of the Federation with a view to settling such disputes;

  • to advice the Federal Government on issues affecting Nigeria’s borders with any neighbouring countries;

  • to entertain any recommendations from the Technical Committee and to advice the Federal Government on such recommendations; and

  • to do such other things connected with boundary matters as the President and Commander-in-Chief of the Armed Forces may, from time to time, direct.

  • In carrying out its function, the Commission operates by means of two standing Committee:-

  • Inter-State Boundaries Technical Committee (ISBTC); and

  • International Boundaries Technical Committee (INBTC).

  • In effect, it is these Committees that present the activities and resolutions arrived at by the Inter-State Boundaries and International Boundaries Departments to the National Boundary Commission Board Meeting for final approval. The Research and Policy Analysis Department services the technical needs of the two line departments (Inter-State and International boundaries departments), the Border Regions Development department takes care of developing Communities along the border within the 15km corridor as well as trans-border cooperation activities between Nigeria and her neighbours while Administration and Supplies, Finance and Accounts and Legal Services departments as well as Information and Protocol Units service the general interest of the Commission and provide secretariat support to the activities of the Commission.

    The profile of the Commission is attested by the fact that the Vice President of Nigeria is its Chairman. Other board members of the Commission include: the Minister of Defense; the Inspector General of Police; the Attorney General of the Federation and Minster of Justice; the Minister of Foreign Affairs; the Minister of Interior, the Minister of Transportation (Works); the Minister of National Planning; the Director General, National Intelligence Agency (NIA), the Governor or Governors as the case may be of any State or States of areas of dispute; two other members appointed by the President, Commander-in-Chief of the Armed Forces from the Public and Private sector (as Commissioners of Inter-State and International Boundaries); any other Minister who may be co-opted from time-to-time when matters affecting his portfolio arises; and the Director General, National Boundary Commission (NBC) who serves as the Secretary of the Board and of the Secretariat.

       
     
     
     

    EVOLUTION OF NIGERIA’S BOUNDARIES

    Nigeria shares Land boundaries with the Republics of Benin, Niger, Chad and Cameroon and Maritime boundaries with the Republics of Benin, Cameroon, Equatorial Guinea, Sao Tome and Principe and Ghana. The Nigerian Federation of 36 States and the Federal Capital Territory has 774 Local Government Areas as the third tier of Government.

    The giant strides which Nigeria made in the demarcation and resolution of its International boundaries were commended by African border experts in Bamako, Mali during the border experts meeting organized by the African Union Commission.
